
Statement from Cwmpas on the English Devolution and Community Empowerment Bill
Cwmpas welcomes the introduction of the English Devolution and Community Empowerment Bill, and in particular its commitment to embed the Community Right to Buy in legislation. This is a vital step forward in protecting the long-term future of community assets in England.
It will support communities to take control of the spaces and assets that matter most to them and sends a clear message that communities must be trusted as the stewards of local assets, protecting them and maximising their social value.
In 2021, the IWA found that Welsh communities are the least empowered in Britain. Despite years of strong evidence and community demand, we have not yet seen the legislative changes needed to protect vital local assets. While we continue to wait, more buildings, land and assets are at risk of being lost to commercial sale, neglect or disrepair – assets that could and should be at the heart of thriving, sustainable communities.
We urge the Welsh Government to act swiftly and decisively to implement the upcoming recommendations of the Community Asset Commission. This is not just a matter of fairness – it is a matter of urgency. We must learn from the experiences in England and Scotland to develop a bespoke approach to community empowerment in Wales, focused on rights in legislation, specialist support, proactive engagement and access to appropriate finance.
