Digital Inclusion Wales
Digital Inclusion Wales is the new Welsh Government approach to digital inclusion, launched in May 2025.
It consists of two strands:
- A national procured programme
- Multi-year Welsh Government funding for locally developed and delivered grant projects.
Both strands are managed and funded by the Welsh Government.
What the Programme Delivers
The programme is structured around three interconnected strands.
National Advice & Support Service
A bilingual, central point of contact for organisations and businesses across Wales, providing proactive and reactive advice, guidance and practical support to help them understand why and how they need to embed digital inclusion into policies and practices. This includes:
- tailored advice, guidance and support to organisations and businesses
- support to embed digital inclusion into product design and delivery
- MDLS-aligned tools, resources and self-assessment framework
Mapping & Evidence
A comprehensive mapping of digital inclusion activity, provision and funding across Wales to:
- enable organisations and businesses to identify and signpost to relevant activity, support and funding
- identify gaps and solutions, flag overlaps and opportunities for collaboration
- improve national co-ordination of digital inclusion support
- provide insights to support organisations and businesses to consider the interventions needed
- contribute to building a shared MDLS-aligned evidence base
Collaborative Partnership (Alliance)
A national Digital Inclusion Wales Alliance, bringing together private, public and third sectors to share learning and drive collective action around digital inclusion through:
- working groups including groups with lived experience
- regional engagement
- shared learning, knowledge and good practice
- opportunities to co-develop and deliver interventions
- All with a focus on delivering measurable outcomes and change as a direct result of membership of the Alliance.
The DIW Programme will not provide training to front line staff, volunteers nor direct to people.
Why It Matters
It is critical to have the motivation, access, basic digital skills and confidence to engage to engage with digital technology in today’s society. Yet digital exclusion continues to affect communities across Wales. The DIW Programme will help organisations and businesses understand what digital inclusion looks like in practice, how they can contribute to national goals, and how the MDLS can act as a Framework to drive meaningful, long-term improvements, acknowledging this requires cross-sector collaboration.
Digital inclusion underpins the Welsh Government’s ambition to ensure that no one is left behind.

Welsh Government has launched the Digital Inclusion Wales Grant to support organisations and businesses working with people who are digitally excluded or at risk of digital exclusion. The grant provides core funding and innovation funding to strengthen localised digital inclusion activity across Wales.
Applications are invited from all sectors.
